Thank you for volunteering to do our homework.
I have access to two files containing pertinent information to discontinuities 
of VLBI sites. They belong to the Solve software. I distribute these assuming 
that the GSFC colleagues do not object. Other groups may have additional 
information.

ECCDAT.ecc 
keeping all the offsets known by epoch and magnitude 

esm2005a
keeping epochs of discontinuities without values for the offsets

Medicina, DSS65 and EFLSBERG have measured offsets but they never made it into 
the ECCDAT.ecc file for whatever reason.
I have to dig them out and will send them later.
