        Title:   Proposals for IERS Monitoring of Global Geophysical Fluids

   Following the IERS Call for Proposals for Monitoring Global Geophysical 
Fluids (IERS Gazette No 14, 21 February 1997), submissions for taking over 
the advertized functions were received from seven institutes or goups of 
institutes. At its meeting in Rio de Janeiro on 4 September 1997, the IERS 
Directing Board had a first discussion on their contents. They found the 
proposals were excellent, with some overlaps and good complementarity, and 
decided to allow some time to prepare the appropriate selection. External 
referees are being solicited and contacts will be made with the proposers. 
Particular attention will be payed to the relevance to IERS missions and the 
service aspects of the proposed activities. The final decision will be made 
at the December 1997 meeting. 

The proposals received are listed hereafter, giving the names of institutes, 
the names of leading proposers in each institute and the functions proposed.
